Training Seminar in Kohtla-Jarve

As part of Co2olBricks project, Kohtla-Jarve hosted a training seminar on improving energy efficiency and reducing energy costs in historic buildings.

Kohtla-Jarve Town Government in cooperation with project partner MTÜ Emi-Eco Arenguprogrammide Keskus has organized and conducted on 10.10.2013 a training seminar intended for representatives of housing associations, design engineering firms and building professionals, as well as for municipal officials.

Seminar participants and visitors were welcomed by Mayor Jevgeni Solovjov; they were also acquainted with the course of project implementation and project activities carried out in Kohtla-Jarve. In her presentation, Deputy Mayor Riina Ivanova talked about general design plan for historical areas of Kohtla-Jarve and about the restrictions faced by housing owners in these historical areas during reconstruction efforts. General design plan is a document that has been prepared by Estonian architects and must be adhered to when performing reconstruction and renovation works on historic buildings. Value of historic objects, legislation protecting historic buildings, regulations for their renovation, as well as owners’ rights and responsibilities were subjects of the presentation delivered by Madis Tuuder, chief inspector on protection of historic monuments of Narva Town Government’s department of urban planning and architecture. The seminar’s second half was completely devoted to energy saving measures. Mihhail Tearo, project manager at Ehituskonsult Grupp OÜ, talked about legal regulations contained in the Law on Construction and about criteria for energy efficiency, as well as about technological solutions used during renovation.

Renovation of old buildings is an extremely urgent issue for those responsible for their maintenance and management; this led to a heated discussion of the problems connected with construction works and search for funding, questions regarding energy audits, their content and quality. The seminar was full of lively discussions where emotions ran high. All participants were issued certificates attesting completion of additional training.
